I found the UI/HUD to be big in some bits and to small in others. You can actually make any part of the HUD menu (including quests, hotbars, group windows, STUPIDLY LARGE LIMIT BARS) smaller or bigger. Go into HUD menu, click on the bar you want to resize, press CTRL + home and you have a choice of 3 sizes. It also works on menu's apparently e.g hunting log, character menu, crafting log, etc. Also, holding down ctrl or shift while dragging UI in the menu will snap UI to other elements. YOU'RE WELCOME.
