Conspiricy time: OK, so assuming it definitely was valve who asked for it to be added to the list, there are 2 outcomes, 1. The list goes under the radar and valve either unveal hl3 or not and no one bats an eyelid. Or 2. The far more likely outcome, someone spots hl3 on the list and hype train embarks its journey. If valve asked for it to be put on the list then they would have accounted for eventuality #2 so why would they ask it to be published only to pull it? The only explanation I can conjour up is that this thread, and the thousands of Reddit posts, tens of new articles etc is the perfect demonstration of why they would do it. HYPE. HL3 is very desirable, but gone off the immediate radar for most people as the belief is commonly held that it will never appear, so IF valve announced it out of the blue it would a)be a shock but b)would be SO out of the blue that most people would not have been there to hear it, or tuned in to the live stream etc. As it stands now, people WILL be hyped, not because they expect HL3 but because they are hyped that they MIGHT reveal it. Valve have played it smart, by creating a bluff or double bluff, people are more hyped about hl3 than if the kept quiet until the big day. Personally I think its real. I think we will see HL3, but that's only assuming the publication WAS valves doing. If it was a mistake which valve has no say in, then I feel sorry for them cuz it will hurt them more now to NOT reveal it.
HL3 will be coming, its just when they announce it thats exciting. The biggest thing we want to hear from Valve are the changes they are making to Steam. Each day this week they will make one annoucement about how steam is changing over the coming months. This will range from the certainties of hubs for each game released on steam to the rumored watching of games through steam like twitchtv. I think Valve will go all out to make game communities the big thing of Steam. You could even see software from Valve inbuilt into games like CS-GO and Dota2 that will allow direct streaming without the need for xsplit etc. These are the rumors flying around but then again this is Valve we are talking about.

Also Valve will never announce a title in Germany over their home city Seattle. This is more than likely a publicity stunt or an over eager intern adding the game to the list - there were probably business meetings related to a boxed copy at gamescom with EU Disti's. IF they announce HF3 or HF2.3 or what ever it will be called, they will do so on their own turf at PAX (so you have 4 days to wait to find out).
